Prosecutors said Hubbard used an AK-47 to shoot a North 18th Street house with gunfire, killing 18-year-old Jaquan Jones on the night of July 5, 2008.
Three other men were wounded in the shooting.
Police apprehended the teen in North Carolina in 2010.
The sentence was reportedly the maximum since the 19-year-old was a juvenile at the time.
