Less Police patrols or presence is a bad thing. Years ago there were foot patrol Officers that interacted with the community. They knew all the store owners. They were proactive in preventing crime. Today the Police are reactive. They take a report and file it.
I am not saying that this could have been prevented. Who knows what went on inside this mutants mind. The more Police the better though.

The cops coming from the precinct down the road would have been on the scene in minutes, but they couldn’t beat people getting there from NEXT DOOR no matter how many there are.
