The free part means free of government interference. A rating system designed to divert business from those Mr. Cooper doesn’t like, to those he does like is hardly a free market. For a sitting government official, he has displayed a remarkably poor understanding of law and markets throughout this whole affair. If government regulation is needed for the protection these animals, then Mr. Cooper should have lobbied the Assembly Members, State Senators and Governor for the changes instead of his useless gestures. One’s heart in the right place is not enough. Doing the homework is necessary to get things accomplished.
