“Cuomo’s twist would pool $1 billion in tax breaks and aid for construction and infrastructure as prizes for the best proposals in 10 regions around the state that would compete for the resources.”

This is not the long term solution that NYS needs. If NYS is serious about reviving its economy, it needs to implement longterm policies that will entice Manufacturers to operate here. Temporary political based programs are not going to get it done.
