Gomez was spotted leaving a Philedelphia IHOP with Justin Bieber arm in arm. According to TMZ, IHOP employees said that the two held hands in the restaurant and even sat on the same side of the booth.

They were both in Philedephia to perform at Q102′s Jingle Ball.
