You’re half right. Actually, Bush nominated McChrystal as Director of the Joint Staff in 2008. The Democratic Senate Armed Services Committee (led by Levin, McCain) confirmed him after a secret closed hearing.

Last year, President Obama nominated McChrystal as commander of the Afghan war. Once again, the SASC confirmed McChrystal in June 2009 (open hearing, but pro forma with softball questions).
